City of St. Louis at Rawlins, Wyo.

While carmen are inspecting a train or making air, steam, or electrical connections between cars, they protect themselves by marking the train with blue flags at each end of the consist. Standard rule 26 states that a train or other equipment can’t be moved or coupled to when so marked. A metal blue flag is hung on the rear car of the UP’s westbound City of St. Louis while the train is serviced at Rawlins, Wyo., on March 14, 1954.
